The petitioner had approached the Supreme Court because her community's Residents' Welfare Association (RWA) had stopped her from feeding the dogs in the open.

She complained of harassment and violation of Animal Birth Control (ABC) rules that directed RWAs and similar local bodies to make necessary arrangements for feeding community animals residing on the premises of that area.
